Energy Secretary Hodel, representatives of the petroleum industry and institutional research groups, and other witnesses speaking for farmers and consumers testified during three days of hearings on the draft version of the Domestic Energy Emergency Preparedness Act of 1984. At issue was the administration's intent in lowering the rate of filling the strategic petroleum reserve (SPR), the fragmentation of responsibility for the SPR due to reorganization within DOE, the lack of administrative procedures for meeting energy-sharing obligations to members of the International Energy Agency, and the lack of detailed planning for an energy supply disruption. Hodel justified the draft version on the grounds of an improved energy situation. Additional material submitted for the record follows the testimony of 10 witnesses.
