Allen C. Randle of Union Oil Corporation's oil shale operation and Randal H. Ihara of Kentucky's Office of Policy and Evaluation headed two panels of witnesses at this hearing, the third of a series, on the synthetic-fuels industry. Testimony on April 28 focused on the social and economic impacts associated with the synthetic fuels and efforts to mitigate the impacts of construction and operation in terms of services required for a larger work force. Two appendices include additional material submitted for the record. (DCK)
