The 17 witnesses speaking at three days of hearings reviewed the progress and future plans for the Strategic Petroleum Reserve, established in 1975 to reduce the economic impact of future disruptions in oil supply, in response to requests for increased funding in fiscal year 1981 and 1982. Among the issues raised in the testimony were the ultimate size of the reserve, withdrawal plans, the effects of restructuring DOE, and alternative financing options.
