Backup rates set for Philadelphia Electric - should end Limerick II plans

The development of reasonable backup rates for potential cogenerators in Pennsylvania was most important because of the expected rate shock when the Limerick-II reactor is completed. An analysis of the Pennsylvania Public Utility Commission decisions focus on the key components of backup power, maintenance power, and supplemental power rates. The Commission's position is that charges to cogenerators should approach cost-of-service principles, although it deviated in accepting a 5% and 15% maintenance and backup service limitation. These limitations will likely increase reliance on oil and gas, but the decision should permit sufficient on-site generation development to allow the cancellation of the reactor.
