Halting Limerick II: the reasons and impacts

The Pennsylvania Commission's refusal to include construction work in progress (CWIP) on Limerick II in Philadelphia Electric's rate base is hailed by many as a consumer victory because it allows public opinion a voice in how electric power is generated. A loophole in the decision recognizes the Commission's legal limits, while emphasizing the Commission's objection to forced investment in the utility by ratepayers who are willing to pay the cost of conservation. The Limerick decision should encourage an aggressive conservation program. (DCK)
