Pennsylvania utilities oppose CWIP funds denial

Pennsylvania utilities claim that a bill eliminating construction work in progress (CWIP) funding that allows costs to be passed through will limit their ability to construct new plants. The utilities claim that CWIP reduces rates in the long run by lowering the cost of high interest rates for loans, but industrial users argue that they don't want to pay for new plants before receiving the benefits in what they term as forced investment. The issue has focused on a recent denial to Philadelphia Electric Co. of a $500 million rate increase to help finance a nuclear plant. (DCK)
