Time to standardize reasonable cogeneration backup rates

Cogeneration and small power production should be considered as accepted technologies in the struggle to maintain reasonably priced and adequate sources of electrical power. For state commissions to popularize cogeneration, they must show owners and users that they are playing on a level field, and that the questions of fairness and reasonableness of purchases and the sales of power will be paramount when making their decisions. The author outlines two methods to determine a reasonable standby/backup rate: (1) where the cogenerator is excused from paying the transmission and generation costs in a reservation portion of the rate on the grounds that this class of customer may only need peak service less than 5% of the time, and (2) where it is assumed that some portion of the utilities' generation and transmissions costs should be allocated to the cogeneration class on the theory that it will inevitably add to the system demand during the system's peak period.
