Two days of hearings cover discussion of H.R. 1650, which amends the Safe Drinking Water Act, and the long-term implications of a methane gas explosion at the Ross Dress-for-March store in California. Support for the amendments focused on the federal role in protecting ground water, a matter historically left to the states, in light of increasing concerns over chemical contamination. The bill lists 14 contaminants requiring publication in the Federal Register by polluters and establishes maximum levels of contamination. The witnesses represented several state water authorities and citizen and environmental groups. The field hearing in Los Angeles heard testimony on the findings of health and safety officials and recommendations for guidelines to mitigate the risk of construction in the area of gas fields. The hearing record includes the text of H.R. 1650, the testimony of 33 witnesses, and additional material submitted for the record.
