A hearing on three bills (H.R. 4402, H.R. 5299, and H.R. 5416) designed to promote competition in the electric power industry by amending the relicensing procedures of the Federal Power Act brought testimony from 30 witnesses. Consumer protection was the major concern of citizen and consumer groups. The witnesses also presented the views of local governments, public utilities, industrial users, and utility regulators, whose testimony explored relicensing standards and compensation procedures when an existing licensee does not qualify. Witnesses argued over whether current procedures are adequate and whether there is justification for giving license priority.
