Testimony taken during three days of hearings covers four bills (H.R. 44, H.R. 1815, H.R. 1959, and H.R. 2605) which would amend the Federal Power Act's provisions for relicensing hydro plants. The legislation is designed to strengthen the protection of fish and wildlife against the impacts of water projects and to correct the procedures of the Federal Energy Regulatory Commission (FERC), whose recent rulings are judged inadequate. The hearing record contains the text of the four bills and the testimony of 34 witnesses representing electric utilities, environmentalists, wildlife and fishery agencies, regulators, and others.
