An oversight review of the Synthetic Fuels Corporation (SFC) notes that Congressional failure to include certain procedural requirements leaves the corporation with no defined rules for carrying out its business and is blamed for the problems and resignations experienced by the first board of directors. The Congressional investigation concludes that the SFC is not in compliance with the intent of the Energy Security Act in a number of areas. The five-month investigation focused on compensation, solicitation for proposals, the authority of the Vice President to assume the role and power of Chairman, contracting for outside services, and public access to information. The findings in each of these areas are reported, and recommendations that should improve SFC operation are made to the new board. New board members are advised to review all past policies and actions before taking new directions that will bring the corporation into line. The report also includes disssenting opinions of investigating committee members. (DCK)
