This report faults the former chairman and board of the Synthetic Fuels Corporation (SFC) for not adhering to the spirit and letter of the Energy Security Act. The review is critical of the manner in which the SFC issued its general solicitation for bids, and contends that separate solicitations should have been issued. It also cites improper compensation for officers and a general misunderstanding of their mission and authority. It is critical of contracting practices and public-access provisions. The report covers each area o criticism, allowing for the newness of the corporation, but recommending several areas for improvement. The dissenting views of 10 committee members follow the appendix.
