Hearings on two bills (S. 366 and S. 534) authorizing water resources projects for the Corps of Engineers heard testimony from members of the Corps and from senators of several states. The bills represent an effort to develop a comprehensive water policy that is both environmentally and financially sound. Members of the Corps described a variety of projects and encouraged the concept of a federal/non-federal partnership to control costs and allow projects to go forward. Witnesses spoke of the need to modernize ports in order to improve US trade positions and provide jobs, to improve inland waterways for navigation, and to encourage cooperation between levels of government so that water projects can proceed.
