A July 23, 1981 hearing on three bills designed to encourage oil-shale development heard testimony from witnesses representing the oil-shale industry, state and federal officials, and environmental groups. The bills address barriers that the industry has encountered, but protect against environmental and socio-economic impacts in developing the estimated 1.5 to 3 trillion barrels of recoverable oil. Environmentalists argued that a crash leasing program will not solve the need for economically viable mining and processing technologies.
