Testimony was heard from six witnesses from the Department of Interior, the Palo Verde Irrigation District, and affected states. Adding small hydroelectric plants to existing dams is now economically feasible and consistent with national energy policies that stress tapping all energy sources and encouraging development by the private sector. Witnesses describe the two proposed developments and the contractual agreements involving water and electric power. The report includes their statements and testimony and the texts of the two bills.
