Part 1 of the hearing record covers the first sesson held on October 19, 1981, and the testimony of 22 witnesses for hydroelectric, industrial, water conservation, and management interests. The need to accelerate federal licensing of hydropower facilities without jeopardizing the public interest has intensified with the emerging interest in the hydroelectrical potential. Although no clear consensus emerged from earlier field hearings, the committee heard proposals for financial and legal incentives, regulatory changes, and cautionary notes on the conflicting demands for water resources as well as the need for Congress to appropriate adequate fund to process license applications.
