A hearing to consider four bills (S. 403, S. 426, S. 1219, and S. 1260) to amend the Federal Power Act brought testimony from electric utilities and regulators from several states, as well as from industrial consumers and citizen groups. At issue is the need to reissue licenses to hydroelectric power plants using standards that are in the best interest of the public and a reconsideration of the municipal preference tradition. The bills call for continuing diversity in the electric power industry by opening hydroelectric plant ownership to investors. Representatives of the paper industry cited the non-utility aspects of the problem and the importance of efficient use of electric power. The hearing record includes the text of each bill, the testimony of the 40 witnesses, and two appendices with additional material submitted for the record by the Federal Energy Regulatory Commission and others.
