Nine representatives of affected states and agencies of the Federal Energy Regulatory Commission (FERC) addressed concerns which arose during hearings on the relicensing bill (S. 426) over conflicts between federal and state control of water resources. At issue was the right of states to adjudicate water rights, which the states felt were threatened by FERC licensing regulations for hydroelectric projects. Witnesses presented background material on the history of water policy and rights, as well as expressing their concerns about conflicts over legal interpretations and the manner in which water law is implemented.
