Part 2 of the hearing record covers four days of hearings held to examine a bill (S. 810) proposing user charges on the inland waterway and amendment No. 32, which was introduced as an alternative. Witnesses were asked to consider the effect of a fuel tax on the barge industry and how to design and phase in a fair tax. A further concern was whether a user fee would generate enough capital to develop other water projects. The hearing also covered S. 1493, a bill to deauthorize certain water projects.
