Decision to issue right-of-way grant on West-to-East curde oil transportation system

The U.S. Department of the Interior has issued a right-of-way grant to Northern Tier Pipeline Co., for construction and operation of an oil pipeline from Port Angeles, Washington, to Clearbrook, Minnesota. This decision represents the Carter Administration's initial commitment to expedite a required permitting process. Trans Mountain Oil Pipe Line Corp. would enjoy the same advantages under these special procedures, should Northern Tier fail to seek financial backing and throughput pacts within a specified time. This action is effective as of 4/21/80.
