Northern Tier Pipeline Co., Billings, Montana became eligible for expediting licensing treatment by all Federal agencies for its planned 1480-mile oil pipeline from Port Angeles, Washington to Clearbrook, Minnesota. The pipeline, projected to cost $1.6 billion will carry tanker-delivered Alaskan and other domestic and imported crude oil from the West Coast to inland refineries. The 66 refineries that the pipeline could serve have combined capacity of 4.5 million bb1 per day, about 1/4 the national capacity. Construction is to be completed in 1982.
