Volume 1 contains a description of each of the four Title V proposals and a description and analysis of the proposed Northern Tier Pipeline Company System. This company proposes port and onshore storage facilities at Port Angeles, Washington, and a 1,491-mile pipeline system extending to Clearbrook, Minnesota. Throughput capacities would be 709,000 barrels per day initially and 933,000 barrels per day ultimately. The system would be designed to supply an additional 350,000 barrels per day to existing refineries in the Puget Sound Area.
