Northern tier gets nod from U. S. Department of the Interior

Department of the Interior Secretary C. Andrus officially endorsed in mid-Oct. 1979 the $1.23 billion Northern Tier Pipeline Co. project to move Alaskan crude to the Midwest and recommended that President Carter give it final approval. The conditional recommendation is dependent upon the ability of Northern Tier backers to obtain financing within one year and upon acceptance of two system changes. The modifications would require the direct connection of the four major Puget Sound refineries to the pipeline and the relocation of the port facility at Port Angeles, Wash., to some point west of Port Angeles. If Northern Tier is unable to complete financing within a year, Trans Mountain Oil Pipe Line Corp. might be given a chance under expedited procedures to finance its alternative pipeline proposal. A third competitor, Northwest Energy Co./Foothills Oil Pipe Line Ltd., temporarily withdrew its proposal due in part to unsettled Indian land claims in the Yukon. The advantages according to C. Andrus of the Northern Tier proposal are surveyed.
