Plans advance for Alaska to Midwest oil line

Northwest Energy Co., and Foothills Oil Pipe Line Ltd., are proceeding with plans to lay an oil pipeline to move surplus Alaskan crude from Valdez to the U.S. Midwest. The proposal involves tankering the oil from the Valdez terminal of the Trans-Alaskan pipeline to the Port of Skagway, Alaska, and laying a pipeline from Skagway to the Edmonton, Alberta, area. The 34 in., 710 mi pipeline would have a design capacity of 500,000 bbl/day, would cost an estimated $1 billion, and would require two years for construction. The proposed route would cross northwestern British Columbia, southern Yukon Territory, and northeastern British Columbia, and would proceed to Keg River in northwestern Alberta, where the oil would enter existing lines. The project is in competition with Northern Tier Pipeline Co.'s plan to lay a 36 in. line from Port Angeles, Wash., to Clearbrook, Minn. Plans for prebuilding the southern portion of the Alaska/Lower 48 gas pipeline to export Canadian gas to California; an environmental study of the Alaskan portion of the gas pipeline; and a re-estimation of the cost of the Canadian segment of the gas pipeline by Foothills Pipe Line (Yukon) Ltd. are discussed.
