The US Materials Transportation Bureau has changed certain parts of its final rule on transportation of liquids by pipeline following reconsideration of procedures for operations, maintenance, and emergencies, and for training, communications, and public education, as petitioned by the American Petroleum Institute, Phillips Petroleum Co., Exxon Co. U.S.A., and other pipeline companies. The changes will require liquid pipeline operators to provide for the use of fail-safe equipment instead of monitoring pipeline operations from attended sites, to define more clearly facilities which would require procedures for immediate response by the carrier in case of malfunction, and to permit conversion of certain pipelines to service under Part 195 of the rule. This portion of the rule will become effective on July 15, 1980.
