Transportation of liquids by pipeline procedures for operations, maintenance, and emergencies

The U.S. Materials Transportation Bureau (MTB) issues a rule which establishes precise and comprehensive requirements for written procedures to be prepared and followed by operators of hazardous liquid pipelines for conducting pipeline operations and maintenance, and for handling emergencies. This rule becomes effective 7/15/80. Comments on the original proposals, the responses of the MTB, and the development of the final rules are discussed.
