Final rule issued by U. S. Department of Transportation (DOT) on pipeline operations

On 7/16/79, DOT published a final rule indicating some required features in the liquid pipeline operating procedures that the pipeline operators must prepare. In response to six petitions for reconsideration of the earlier draft, DOT will now: permit the use of fail-safe equipment as an alternative to the monitoring of pipeline operations from attended locations; delineate more clearly the facilities for which carriers must define an immediate response procedure in the event of malfunction; and permit the conversion of certain pipelines to service that could not be converted under the original rule. In response to API's argument that the scope of the rule is vague and the term ''hazardous liquid pipelines'' is ambiguous, applying possibly to all liquid pipelines or to highly volatile liquid pipelines, DOT's Materials Transportation Bureau said that each rule indicates clearly whether it refers to all pipelines or only to those carrying volatile liquids.
