API report/US Department of Transportation (DOT) viewpoint on pipeline safety

DOE (US Department of Transportation) has proposed legislation which would provide for uniform federal standards for interstate and intrastate liquids pipelines and which would allow the individual states the option of taking on the task of monitoring compliance with these standards. The API contends that the safety record for liquids lines does not justify new legislation, but highly volatile liquids, such as LPG, in pipelines have caused serious accidents, and the continued use of old pipelines or the conversion of lines from gas to oil service or vice versa poses a potential hazard. The states with the largest proportion of intrastate liquids pipelines do not exercise safety jurisdiction over the lines, and the placement of interstate pipeline operators under the Transportation of Explosives Act has preempted local effects to regulate interstate pipelines but has not led to any federal enforcement action.
