Interstate and intrastate pipeline transportation and sale of gas under section 311 of the Natural Gas Policy Act of 1978

The Natural Gas Policy Act of 1978 (NGPA) is landmark legislation that substantially changed the regulatory framework for natural gas prices and, to a lesser degree, the transportation and sale of natural gas by interstate and intrastate pipelines. When Congress concluded that domestic energy sources needed additional development, it established incentive prices and phased out the distinction between interstate and intrastate markets. Congress sought to encourage intrastate pipeline transportation and sales of natural gas by eliminating the Commission's Natural Gas Act jurisdiction so long as NGPA reporting requirements were satisfied. The opening of these markets to intrastate pipelines provided natural gas transporters and sellers with additional business opportunities that should now be used. 82 references.
