A hearing on the impact of section 404 focused on the impact of dredged or fill material on Alaska's wetlands for the purpose of proposing changes to improve the program. The problem of distinguishing between freshwater and saltwater lands is representative of the complex legal history of the Act. The Corps of Engineers and other agencies reviewed existing regulations and policies. Among the 23 witnesses were spokesmen for environmental groups and development companies as well as state officials. The hearing was held in Anchorage, Alaska on the first day and in Washington, DC on the second day.
