A series of four hearings on Section 404 of the Clean Water Act dealt with the Army Corps of Engineers' dredging activities and the importance of the section as a regulatory tool for the preservation of wetlands. At issue were changes in Corps procedures in response to the administration's efforts to ease regulations and charges that there has been a subsequent loss of valuable wetlands. Critics of the Corps contended that regulatory reform had compromised the intent of the Clean Water Act. The witnesses included representatives of the Environmental Protection Agency, the Corps of Engineers, and other members of the Interior Department.
