These hearings on efforts to transfer DOE functions, many to the Department of Commerce, and to reorganize the Federal Energy Regulatory Commission (FERC) as an independent agency include the supporting testimony of Defense Secretary Casper Weinberger, who sees a strengthening of defense-related programs, Secretary of Energy James B. Edwards, and Secretary of Commerce Malcolm Baldridge. Witnesses on behalf of manufacturers and businesses applauded the coupling of energy and the economy, while spokesmen for conservation and solar energy expressed concern that any reorganization continue the effort to use energy more efficiently and develop renewable energy sources. The test of S. 2562 follows the testimony of 24 witnesses and additional material submitted for the record. (DCK)
