Edwards, and DOE spokesmen for solar, conservation, and renewable energy programs; atomic energy defense activities; high-energy physics, basic research, environmental research, and magnetic fusion programs' environmental protection and health; and nuclear fission and uranium enrichment programs. Secretary Edwards highlighted the administration's policy of relying on a free-market solution to energy problems, a policy which is reflected in the redirection of public spending to high-risk technology research and development with a high payoff potential.
