Part 2 of the Senate hearings covers six days of testimony on H.R. 7145, which would appropriate funds to DOE for energy and water programs. Testimony was given by representatives of the five Federal Power Marketing Administrations, DOE Secretary James B. Edwards, and DOE spokesmen for solar, conservation, and renewable energy programs; atomic energy defense activities; high-energy physics, basic research, environmental research, and magnetic fusion programs' environmental protection and health; and nuclear fission and uranium enrichment programs. Secretary Edwards highlighted the administration's policy of relying on a free-market solution to energy problems, a policy which is reflected in the redirection of public spending to high-risk technology research and development with a high payoff potential.
