Part 1 of the hearing record covers the March 30, 1981 testimony of nine witnesses and their responses to questioning by the oversight committee. Administration spokesmen affirmed their commitment to completing the reserve goal of one billion gallons and to improving the nation's capacity to respond to an overall energy emergency. The oil fill was resumed during 1980 because of the Iranian situation, and full funding of the budget request is urged to continue the program. The appendix also contains a report on unnecessary costs incurred during construction of oil pipelines for the Strategic Petroleum Reserve. (DCK)
