Oversight hearings on the Strategic Petroleum Reserve (SPR) explored interaction with emergency plans in times of crisis and other issues. William Vaughan, DOE Assistant Secretary for Environmental Protection, Safety, and Emergency Preparedness, and Richard Furiga, Deputy Assistant Secretary for the Strategic Petroleum Reserve, reported on plans to purchase and fill existing storage capacity and the budget-related delays in constructing and filling new facilities. Other issues were the SPR's role in international energy situations, regional diversification needs, whether the SPR should include petroleum products as well as crude, and the need for interim storage.
