Spokesmen for the petroleum industry and government agencies were the principal witnesses reviewing the natural gas reserves and resources of North America. At issue was the possibility and desirability of selling Alaskan gas in foreign markets and eliminating the construction of expensive pipelines if the gas is not needed for domestic consumption. Canada, which declined an invitation to participate in the hearing, has no consensus on natural gas production and transport for its 163 Tcf of reserves. The hearing record begins with a 1983 report Oil and Natural Gas Resources of Canada, followed by testimony which clarifies the difference between reserves and resources and between the various kinds of reserves. The record includes the statements and responses of 10 witnesses.
