Long-term electric utility capacity and demand projections

The North American Electric Reliability Council aggregates projections made by utility managements to issue annual 10-year forecasts of the nation's generating capacity and demand. The current forecast projects a 2.4% growth in sales by 1994 and a rise in peak demand of 2.2% per year. These figures are modest reductions from the previous forecast. Utilities are planning to increase their capacity by 1.5%. The forecasts indicate an unusually favorable setting, which can be demonstrated with a financial model, but the author finds the outlook vulnerable to even modest changes in demand growth because of a 5% inflation rate and rate increase averaging 3.3%, a combination that would reduce electric rates 1.7% per year in real terms after 1987.
