Current aggregate forecasts of the North American Electric Reliability Council reduce the projected demand growth for 1984-1985 despite a revival in electric demand during the second half of 1983. Utilities treated weather as the cause for the surge in demand, but they may be overlooking falling real electric rates as a demand factor. A case can be made for the effects of economic elasticity. The utilities did not anticipate the strong electric demand during 1984 and the possibility that accelerated growth of peak demand will leave them with inadequate capacity.
