1978 annual report of the Alaska Pipeline Commission

This report contains a summary of the Alaska Pipeline Commission's regulatory functions, responsibilities, and activities for 1978. In 1978, the Commission opened five new dockets and closed six dockets. Six dockets are presently active. Six public hearings were held to receive testimony on proposed regulation changes, tariff submissions, service allocation, and other Commission matters. Two precedent-setting decisions were issued by the Commission in January 1978. First, the Commission fined Sohio Pipeline Company for failure to file an intrastate tariff with the Commission prior to shipping crude oil in intrastate commerce over the Trans-Alaska Pipeline System (TAPS). Second, after extensive hearings, the Commission issued a decision setting the tariff rate for transportation of petroleum products by Nikiski Alaska Pipeline Company (Nikiski) from Niskishka to Anchorage at 68.8 cents per barrel charge. The Nikiski pipeline carries home heating oil, gasoline, aviation fuel, and other petroleum products from refineries on the Kenai Peninsula to Anchorage. Other actions taken by the Commission are reviewed and future activities are summarized. (MCW)
