Hearings on S. 1626 that proposes oil-pipeline deregulation were a response to two major tariff lawsuits that will affect pipeline development and transportation on Alaska's frontiers. At issue are the lack of Federal Energy Regulatory Commission (FERC) rulings and the economic consequences of time lost to litigation. The bill represents an alternative to competitive access and prices in energy transportation. Speaking in a series of panels were witnesses from the pipeline and petroleum industries, federal regulatory agencies, and Alaska. Their testimony and additonal material submitted for the record follow the text of S. 1626. (DCK)
