Five witnesses spoke at a hearing held to discuss S. 1073 authorizing the Secretary of Interior to lease Federal lands near oil-shale development leases for oil-shale waste disposal and to construct facilities for producing and processing oil shales. This use of off-site leases will allow the mining operation to maximize resources from the land leased for mining. The lessee must demonstrate that the additional land is needed and must pay an annual fair-market rental for the land as well as protecting the environment and other resources.
