Forty witnesses spoke at the two hearings held in San Bruno, California and Washington, DC on Secretary of the Interior James Watt's proposal to open tracts in the Outer Continental Shelf lease sale No. 53 for gas and oil exploration and development. Secretary Watt defended his controversial plan to streamline leasing procedures against environmental concerns about the four basins involved. Other witnesses were state and local representatives, members of environmental and minority groups, oil companies, engineers, and other interested persons. Their testimony is followed by letters, statements, and other material submitted for the record. (DCK)
