Hearings on S. 2704 examined the merits of amending the Mineral Lands Leasing Act of 1920 to eliminate provisions that retard or discourage coal mining. Garrey E. Carruthers, speaking for the Secretary of the Interior, summarized the Secretary's support for most sections of the bill and his concerns that sections 5(a)(2) and 5(e) would be too difficult to administer.
