Mineral economics: contemporary issues in the private sector. [From 1980 Mineral Economics Symposium]

Mr. Toll foresees the major economic issues facing the mineral industry during the 1980s as public attitudes toward: the role of free enterprise; the economic contribution of the industry; property ownership; the security and terms of mineral property ownership; and land-use options. Recent trends have returned the US to a government of regulation - first characterized in the Declaration of Independence as a period of disincentive and mismanagement. With no voting power, the mineral industry is dependent on pubic and legislative attitudes and the political process to develop a climate conducive to mineral development. The industry needs to study the issues of ownership and land use so that it can affect these attitudes and help return the economy to one of fiscal justice and monetary sanity. Fiscal measures that deserve consideration are the depletion allowance, accelerated depreciation, guaranteed loss carry forward, expensing of exploration expenditure, and a return to free-market pricing.
