How current U. S. government policy and attitudes affect trends in the non-fuel minerals industry: a private sector view

Current U.S. government policies and attitudes are blamed for much of the present state of uncertainty in the minerals industry, portions of which may not survive in the private sector. The U.S. mining industry pioneered in developing the techniques and equipment necessary for large-scale mass mining. These were later exported and now have a competitive advantage over the U.S. industry, a condition which is accelerated by government regulation, taxation, and disincentives. The justification for recent legislation to correct past errors does not excuse over-zealous and incompetent regulation. Four trends in the non-fuel minerals industry are identified: (1) Industries involving minerals affected by depressed world markets are at a standstill. (2) There is a minimum of domestic exploration and a movement toward international joint ventures. (3) There is a need for economic impact assessments of regulatory legislation. (4) Foreign governments which value economic above environmental quality will take the lead.
