The bill would amend the Energy Policy and Conservation Act to authorize the President to allocate crude oil and petroleum products and to limit their prices, in the event of a severe petroleum supply shortage. A severe petroleum supply shortage is defined as a national or regional shortage: (1) resulting from an interruption in imports or from sabotage, accident, or an act of God; (2) of significant scope and duration; (3) impacting national security, national economy, or regional economy or threatening the public health, safety, or welfare; and (4) which may not by reasonably manageable under other authorities or reliance on free market pricing and allocation.
