H. R. 5723 would amend the Energy Policy and Conservation Act to authorize the President to allocate supplies of crude oil, residual fuel oil, and refined petroleum products, and would limit the prices thereof, during a severe petroleum supply shortage or a threat thereof. The bill includes Congressional findings (Iraqi invasion of Kuwait), purposes, implementation and administration of regulations, crude-sharing program, general limitations on authority, preemption, contract liability, effect of prior law, enforcement and administration, coordination with other authorities, and delegation of Presidential authorities. This authority is due to expire December 31, 1994.
