This bill would authorize the President to allocate supplies of crude oil, residual fuel oil, and refined petroleum products, and limit the prices thereof, during a severe petroleum supply shortage or threat thereof. The bill describes amendments to the Energy Policy and Conservation Act under the following section headings: congressional findings; purposes; definitions; promulgation of regulation; implementation of regulation; administration of regulation; crude-sharing program; general limitations on authority; limitation on authority over certain inventories; preemption; contract liability; effect of prior law; enforcement and administration; information; coordination with other authorities; delegation of Presidential authorities; and expiration.
