This bill would amend the Energy Policy and Conservation Act to allow for a partial drawdown and distribution of the Strategic Petroleum Reserve in the event of a significant increase in the price of petroleum products. If the President finds that such circumstances exist, the Secretary of Energy would drawdown and distribute not less than 10,000,000 barrels.
