Two days of hearings on the Environmental Protection Agency (EPA) budget proposal brought testimony from members of the agency and from other government and private organizations involved in environmental policy and the health effects of pollutants in the environment. Despite a slight increase over the 1985 budget, the request is about 15% lower in real dollars at a time when environmental laws have increased responsibility for identifying, monitoring, and controlling a growing number of toxic materials. EPA's basic research budget would decline about 16%. EPA officials outlined agency plans for the year, including the elimination of research on indoor pollution and cuts in the Research Centers for Excellence that were of concern to committee members. Several statements, documents, and letters submitted for the record appear in an appendix, which follows the testimony of the 8 witnesses and the representatives of EPA.
